VIGOROUS 'NO' FOR MIRAMAR AIRPORT -
Every City in County Rejected Proposition
The Union-Tribune came out with an article that breaks down the vote on Proposition A: Prop A lost in all 18 cities and in the unincorporated area. NO on Prop A's John Dadian was quoted.
Also of note is NO on Prop A's own RADM Bruce Boland, USN (RET) and Jim Panknin were appointed to the San Diego County Regional Airport Authority. They begin their duties next month.

THANK YOU FOR SUPPORTING OUR MARINES AND NAVY!
To our volunteers, donors, and supporters:
We did it! After several months of very hard work we were able to successfully defeat Proposition A on Election Day. The citizens of San Diego County spoke to the Airport Authority loud and clear by voting 62% NO and 37% yes. We could not have done it without all of your passion and dedication to stop the ‘march to Miramar.’
Thank you for donating money, holding signs, attending fundraisers, affixing magnetic bumper stickers to your car, distributing and posting yard signs, speaking at meetings, attending rallies, passing the word to family and friends, and the many other countless things that were needed to defeat Prop A. This was all required because Prop A was a County-wide vote and we were the David to the Airport Authority’s Goliath.
We appreciate it, the San Diego Military Advisory Council (SDMAC) appreciates it, and the Marines and Navy appreciate it … THANK YOU!!!!

PROP A FAILS TO TAKE FLIGHT - SAN DIEGO VOTERS SPEAK OUT IN BIG WAY
San Diego County voters spoke out in a big way last night against Prop A and rejected the San Diego County Regional Airport Authority's "march" to Miramar.
There was an overwhelming “no” vote on Proposition A with 62 percent against to 38 percent in favor.
We will continue to add news articles and videos as they come out today (under the NEWS Main tab and the ARTICLES subtab).

COUNTDOWN COMPLETE: TIME TO SUPPORT OUR MARINES AND NAVY BY VOTING NO ON PROP A!
Today is the day to vote NO on Prop A.
Then, after the polls close, the NO on Prop A committee is throwing a results party at the newly renovated U.S. Grant Hotel. We will be in the Horton Room.
Festivities start around 8:30 p.m. where we will watch the results roll in for "NO ON PROP A". Our location is also central to heading down to Golden Hall.
Please note that at 10:30 p.m. the NO on Prop A team will be speaking and we should know by then an indication of the results.
Everyone has worked very hard on this issue/proposition and it's time to celebrate.

NORTH COUNTY TIMES SAYS 'NO' TO PROP A
The North County Times just came out with their election guide. They have said "NO" to Prop A.

The airport authority's three-year-long search for a new airport site has been a massive waste of time and resources, and we're still without a real solution to our air travel needs. It's clear the Marines aren't going to give up Miramar, and we should shift our focus toward solutions that are attainable.

There are normally 25-30 take offs from 6:30 am to 7:00 am every morning and this will be about the only time you see more than one or two aircraft waiting to take off. See for yourself, the link at the top of the home page is a live web cam of the approach end of the runway.
Caution - if you see nothing happening in the picture do not be alarmed, it is not a still photo.

GOT YARD SIGNS?
You asked for them ... the NO on Prop A signs are here and are ready for distribution.
With only days remaining before Election Day one of the best ways to get the word out is to place a sign in your yard or in an area in your community that allows campaign signs. We just received a new shipment of yard signs and we need your help to post them throughout San Diego County. We would very much appreciate a North County and South County volunteer setting up subsidiary pick-up points in those areas.

Yes: Dennis Burks. Dennis Burks is Chairman of ASAP 21. He is the principal of Burks & Associates, consulting to the tourism / hospitality industry and the general business community. Burks is a 38-year veteran of the tourism industry. His most recent assignment was Executive Vice President and General Manager of SeaWorld San Diego.
No: Rear Admiral Bruce Boland, USN (Ret.), Chairman, No on Prop A Committee. He is former President and Chief Executive Officer of United Way of San Diego County. Prior to joining United Way, he was the Deputy Chief Administrative Officer and later the Director of Public Works for the County of San Diego.

Lindbergh Field’s Passenger Count Stabilized
According to the San Diego Business Journal:
The number of people flying in and out of Lindbergh Field, for the first nine months of the year, rose 0.2 percent to 13.1 million — flat compared to the same period in 2005, according to the San Diego County Regional Airport Authority.
The total passenger count was down by 17,733, or 1.3 percent, to 1.3 million during September versus the like year-ago month.
Airfreight, meanwhile, rose 11.3 percent to 15,971 tons in September and was up 9.9 percent to 128,153 tons year to date.
Aircraft operations, or takeoffs and landings, were off 2.2 percent to 18,004 on the month, yet were up 0.7 percent to 166,471, or flat, year to date.

PRESIDENT BUSH SIGNS H.R. 5122, the "John Warner National Defense Authorization Act for FY 2007"
After passing Congress and the House of Representatives, President Bush signed HR 5122 on Tuesday which contains the following regarding MCAS Miramar and other San Diego military facilities:
SEC. 2863. PROHIBITIONS AGAINST MAKING CERTAIN MILITARY AIRFIELDS OR FACILITIES AVAILABLE FOR USE BY CIVIL AIRCRAFT.
(a) PROHIBITIONS.—With respect to each military installation
specified in subsection (b), the Secretary of Defense and the Secretary of the Navy may not enter into an agreement, or authorize any other person to enter into an agreement, that would—
(1) authorize civil aircraft to regularly use an airfield or
any other property at the installation; or
(2) convey any real property at the installation, including
any airfield at the installation, for the purpose of permitting
the use of the property by civil aircraft.
(b) COVERED INSTALLATIONS.—The prohibitions in subsection
(a) apply with respect to the following military installations:
(1) Marine Corps Air Station, Camp Pendleton, California.
(2) Marine Corps Air Station, Miramar, California.
(3) Marine Corps Base, Camp Pendleton, California.
(4) Naval Air Station, North Island, California.
(c) REPEAL OF EXISTING LIMITED PROHIBITION.—Section 2894
of the Military Construction Authorization Act for Fiscal Year 1996 (division B of Public Law 104–106; 110 Stat. 592) is repealed.

An article in the San Diego Business Journal reports that the year-to-date passenger tally at Lindbergh Field was basically flat, from July 2005 to July 2006. This data comes from a report released by the San Diego Regional Airport Authority.

Fate of Airport Authority is Up in the Air
State Sen. Christine Kehoe, D-San Diego, and Assemblyman George Plescia, R-San Diego, will co-chair two hearings to consider the fate of the San Diego County Regional Airport Authority.
The first is at 9:30 a.m. tomorrow at the Balboa Park Club in Balboa Park. The second hearing is set for 9:30 a.m. Nov. 17 at the Caltrans building in Old Town, 4050 Taylor St.
They are inviting public comment.

"NO ON PROP A" CRITICIZES AIRPORT AUTHORITY'S 'EDUCATIONAL' MAILER
The San Diego County Regional Airport Authority distributed a mailer this past weekend entitled, “Our Region. Our Future. Meeting the region's long-term air transportation needs ... what it means to you” to 766,400 San Diego County households with at least one registered voter.
The cost of the mailer was approximately $191,600, and it cost an additional $440 to purchase the list of voters from the San Diego County Registrar of Voters. Officials of NO on Prop A, think the public agency is misusing taxpayer dollars and the four-page brochure could even be a violation of election law. CONGRESS DECLARES MIRAMAR A NO-FLY ZONE FOR COMMERCIAL AIRCRAFT
NO on Prop A's RADM Bruce Boland, USN (ret) was quoted in a North County Times article regarding the Congressional declaration that would trump the November 7 local advisory vote by declaring the Miramar land off-limits.
According to the North County Times article, the declaration would prohibit the Secretary of the Navy from entering into an agreement that would allow civilian aircraft at Miramar, Camp Pendleton or North Island Naval Air Station.
The Navy also would be barred from ceding any land at the three county bases for construction of a commercial airport.
The prohibition against a civilian airport is included in the 2007 defense authorization bill, which addresses the military's spending in the new federal fiscal year that begins Sunday, 10/1. The bill was approved by the House on Friday, 9/29, and the Senate is expected to follow suit. The legislation is expected to be signed by President Bush.

COMMUNITY PLANNERS COMMITTEE VOTE TO OPPOSE PROP A
Last night, the Community Planners Committee (CPC), by a vote of 19-5-0, recommended a “NO” vote on Proposition A and encouraged all communities to support a “NO” vote on Proposition A.
After the vote, the CPC passed a resolution on Proposition A. Please go to our News section, under “Documents” to review the CPC resolution.
The CPC is comprised of 26 planning groups represented from every corner of San Diego, of which 24 were eligible to vote per the CPC bylaws. The votes were cast by citizen-activist chairs of the respective planning groups. CPC is comprised of the chairs of the more than 40 planning groups that are officially recognized by the City as representing the “voice of the community” for their communities of San Diego.

NEWS FROM COUNCIL PRESIDENT SCOTT PETERS - AN AIRPORT AT MIRAMAR?
City of San Diego Councilman Scott Peters of District One had this item in his recent e-newsletter:
Recently, I have heard from a number of District One residents who are worried about the proposed joint-use airport at Miramar. I share many of those concerns, and have expressed them to the Airport Authority over a number of years. While I respect the work of the Airport Authority, I am disappointed with their decision to place the Miramar proposal on the ballot this November.
No matter how many times we ask, the military is not going to agree to a civilian airport at Miramar. It's almost as though we've made up our minds about who we are going to marry, and although she's turned us down dozens of times, we're sending out the wedding invitations with her name on them. It just doesn't make sense.
In addition to the military's opposition, there are significant community impacts to consider. A commercial airport at Miramar would radically alter military flight operations, diverting jet traffic directly over University City, La Jolla and several other communities. The noise from these round-the-clock flights would be unacceptable in our residential neighborhoods.
I will remain vigilant in my efforts to protect the citizens of Council District One. I urge all residents to make sure their voter registration is up to date and VOTE on November 7.

FACTOID: Lindbergh Field Passenger Volume Drops 1.6%
According to the San Diego County Regional Airport Authority (SDCRAA), monthly passenger volume at Lindbergh Field was down 1.6% from over a year ago. The annual average remains in "plus" territory at 0.8% growth. That compares with 3.2% passenger growth rate, which is what the SDCRAA uses to predict Lindbergh gridlock in 2015.

"Support Our Military" and Taxpayers for Responsible Planning Have Joined Forces
Support Our Military – NO on Miramar and Taxpayers for Responsible Planning (T4RP) have recently joined forces to fight the battle against Proposition A. The new groups are now a single committee called “NO on Prop A” and will have one web site www.NoOnPropA.org.
NO on Prop A welcomes all T4RP and Support our Military supporters in our continued effort to oppose the November ballot initiative that proposes a commercial airport at Miramar. T4RP brings significant grassroots support that combines with Support Our Military, which has drawn greater support in corporate and retired military circles.
